Subject: Results of the Appeal of Dr. George Carson of a Decision by the JTC 1 TAG


The Appeals Panel met on November 19, 1998, to conduct a hearing of Dr. Carson's appeal of a JTC 1 TAG decision. The Appeals Panel concluded that:

A. The JTC 1 TAG procedures for balloting and for conducting appeals were followed by the JTC 1 TAG and its Administrator for JTLB 1777 and for Dr. Carson's appeal.

B. New information has become available since the JTC 1 TAG conducted JTLB 1777 (i.e., no one else has come forward to offer to serve as JTC 1/SC 24 Chair, and Dr. Carson was appointed as the Acting Chair of JTC 1/SC 24 by their Secretariat with the full endorsement of all national bodies present at their July 1998 meeting).

C. Since JTC 1/SC 24 is currently being chaired by only an Acting Chair (Dr. Carson), the JTC 1 TAG should expeditiously address how to deal with this situation.

The Decision of the Appeals Panel is that:

i) The JTC 1 TAG should be notified by the JTC 1 TAG Administrator that the Appeals Panel has considered the appeal and reached a decision. This Decision of the Appeals Panel should be reported to the JTC 1 TAG.

ii) The JTC 1 TAG procedures for balloting and for conduction appeals were followed by the JTC 1 TAG and its Administrator for JTLB 1777 and for Dr. Carson's appeal.

iii) As soon as possible, the JTC 1 TAG should initiate plans to authorize and conduct a new JTC 1 TAG Letter Ballot on the subject of selecting (or endorsing) a Chairman for JTC 1/SC 24.

iv) The JTC 1 TAG Administrator should notify Dr. Carson and the ASC H3 of the TAG plans for this new Letter Ballot. The notification should indicate a proposed schedule for posting this Letter Ballot such that interested candidates have time to indicate their interest and file appropriate support materials.

v) The expressions of interest and the support materials received in regard to this Letter Ballot should be handled following the existing procedures for the JTC 1 TAG and its Administrator.

The JTC 1 TAG Administrator has developed the following plan to expeditiously implement the decision of the Appeals Panel:

  1. The JTC 1 TAG Administrator will issue a 30-day call for volunteers to serve as the US National Body candidate to serve as the SC 24 Chairman. This call will be distributed by the H3 Chairman to the members of H3.
  2. Upon close of the call for volunteers, the JTC 1 TAG Administrator will submit the slate of candidates to H3. H3 will conduct a vote to determine SC TAG endorsement of a candidate to serve as the US National Body candidate to serve as the SC 24 Chairman. The results of the H3 ballot will indicate either the number or percentage of the SC TAG vote. H3 should forward any supporting documentation they would like included with the JTC 1 TAG letter ballot.
  3. The H3 Chairman will forward the results of the H3 vote of endorsement (and any supporting documentation) of a candidate to serve as the US National Body candidate to serve as the SC 24 Chairman to the JTC 1 TAG Administrator. All candidates will be given an opportunity to address the JTC 1 TAG at the March 23-24, 1999, JTC 1 TAG meeting in San Francisco, CA. Following the March 1999 JTC 1 TAG meeting the JTC 1 TAG Administrator will initiate a 30-day JTC 1 TAG letter ballot to determine US National Body endorsement of a candidate to serve as the US National Body candidate for SC 24 Chairman.
