Barbara,

I realize that I am late, but I have concerns about some of the responses in JT/01-0179, dealing with the 2001 Systematic Review, which was approved at the April meeting of JTC 1 TAG.

My concern deals with some of the Open Systems Interconnection (OSI) standards for which the US position is to withdraw the standards. Although the OSI standards have not been adopted as American National Standards, and apparently are not used by the US IT industry, the standards listed below are very important to another US industry, namely aviation.

As all of the JTC 1 TAG members are frustratingly aware, the National Airspace System suffers many delays, some of which are due to congestion on the voice channels used for communication between pilots and controllers. The international aviation community is in the process of implementing an Aeronautical Telecommunication Network (ATN) to provide data link communications between controllers and pilots as well as support some of the other initiatives involved in improving aviation efficiency. The ATN is being built in accordance with International Civil Aviation Organization (ICAO, a UN body) Standards and Recommended Practices, which are build upon OSI standards. The system is expected to become operational in limited areas of the US in approximately one year, with expansion to the entire nation afterwards. American Airlines has already flown test flights with a Boeing 767-300ER equipped with avionics having an OSI stack.  In other words, standards of an international standards body are dependent on the OSI standards listed below, so the standards should be confirmed rather than being withdrawn. These ICAO standards are very important to the interests of the US.

No revisions are known to be needed to these standards. Note also that all of the listed standards are used without change.

I realize that JTC 1 TAG has already approved a response to JTC 1 voting for withdrawal of the following OSI standards, but the JTC 1 deadline for a response is 30 July 2001, so I hope that there is an opportunity for this ballot to be reconsidered. I apologize for my late review. The following standards in the list for 2001 systematic review should be confirmed:
