As Vice Chair of the late TC K5, I am taking the liberty of forwarding my comments to you.

I have two comments concerning Attachment 2 (one comment is editorial, the other is substantive)

Editorial comment:

In paragraph (2) replace "MOC attendance at INCITS Subgroup meetings ..." with

"Attendance of a delegation from the MOC at INCITS Subgroup meetings ..."

Rationale: "MOC attendance" to me connotes the MOC in its entirety. My wording does not prevent this (should the MOC so decide), but more clearly connotes that a subset of the entire MOC is what is intended.

Substantive comment:

Paragraph (7) states that the MOC should review Subgroup meeting minutes. That's all right far as it goes, but the attachment does not appear to address oversight of Subgroups that do most of their business electronically rather than through meetings, and where minutes are really not applicable. I think the trend will be to go more an more to an electronic way of doing business that will differ from the "meeting" model. I do not have suggestions on this, other than what ever is done (if anything) it should not be overbearing or burdensome on the Subgroup.
