Subject:	Start-up Election Process for Officers of INCITS Executive Board, Standards Development Board, Standards Policy Board and Board Committees

The Transition Team has proposed that the first round of elections for the following officers of the new INCITS organization be expedited:

Executive Board Chairman
Executive Board Vice Chairman
Standards Development Board (SDB) Chairman
Standards Policy Board (SPB) Chairman
Finance Board Committee (FBC) Chairman
Long Range Planning Board Committee (LRPBC) Chairman
Marketing & Recruitment Board Committee (MRBC) Chairman
Procedures Board Committee (PBC) Chairman

To permit the widest possible pool of candidates for each officer position, the initial election process will permit individuals to respond to more than one of the calls for candidates that are being conducted simultaneously. The initial calls for volunteers to serve in the above mentioned officer positions will stipulate that candidates responding to multiple calls in a single phase must specify their order of preference for the officer positions to prevent delays in the event that a single candidate is elected to more than one officer position in a single phase. The information on preference of positions is for staff information only and will not be part of the information distributed with the letter ballot. Candidates can withdraw from the nomination and appointment process at any time.

The calls for volunteers for the above mentioned officer positions will be conducted on an accelerated schedule in three phases. There will be 30-day calls for volunteers followed by 15-day appointment letter ballots. The three phases are as follows:

Executive Board Chairman and Vice Chairman

January 20, 2003 - 30-day calls for volunteers are issued
February 19, 2003 - 30-day calls for volunteers close
February 20, 2003 - 15-day appointment ballots are issued with the slate of candidates for each position
March 7, 2003 - 15-day ballots on the appointments of the EB Chairman and Vice Chairman close

Standards Development (SDB) Chairman and Standards Policy (SPB) Chairman

February 18, 2003 - 30-day calls for volunteers are issued
March 19, 2003 - 30-day calls for volunteers close
March 20, 2003 - 15-day appointment ballots are issued with the slate of candidates for each position
April 4, 2003 - 15-day ballots on the appointments of the SDB Chairman and the SPB Chairman close

Board Committee Chairmen (Finance, Long Range Planning, Marketing & Recruitment and Procedures)

March 18, 2003 - 30-day calls for volunteers are issued
April 17, 2003 - 30-day calls for volunteers close
April 18, 2003 - 15-day appointment ballots are issued with the slate of candidates for each position
May 3, 2003 - 15-day ballots on the appointments of the Chairmen for the FBC, LRPBC, MRBC and PBC close

The approval levels for the expedited first round election process are as follows:

When there is only one candidate for an office, the candidate needs majority approval to secure appointment;
when there is more than one candidate for an office, the victor is the candidate receiving the most votes (plurality).
