Transition Team Response to in030014 - Panasonic Comments in Response to IT/02-1294 - Disposition of Comments Submitted in Response the First Review of the Draft Procedures for the New Organization (IT/02-1186 / JT/02-0563)

At the January 7-8, 2003 Transition Team meeting, the Panasonic comments (in030014) submitted in response to the disposition of comments from the first review of the draft procedures for the new INCITS organization (IT/02-1294) were discussed. The Transition Team prepared the following response and recommendation for consideration at the inaugural meeting of the INCITS Executive Board:

The Transition Team, the INCITS Executive Board and the JTC 1 TAG have received and have had the opportunity to review Dr. Nelson's comments. The Transition Team notes that Dr. Nelson's comments were discussed at the November 2002 meetings of the INCITS Executive Board, the JTC 1 TAG and the Transition Team. In November 2002, the President of ITI met with the INCITS Executive Board and explained the budgetary process and the realities of the relationship between ITI and INCITS. He agreed that the new organization would have a Finance Board Committee, which allows the new organization to have equal responsibility with ITI for formulating the annual INCITS budget. The Transition Team concludes that this satisfies the intent of the motion establishing the new organization and offers the following motion for consideration by the INCITS Executive Board:

Recognizing the realities of the relationship between ITI and INCITS, the responsibility of approving budgets lies within the providence of ITI. Changing the status of this relationship and the related responsibilities would require changes that are outside the scope of this transition activity.
