Background

At the November 2002 JTC 1 TAG meeting, the following action item was agreed upon:

Consideration of the US National Body position on the establishment of additional Category A Liaisons between JTC 1 and other organizations will be submitted for consideration by the Standards Policy Board of INCITS. (Agenda Item 9.6, November 2002 JTC 1 TAG minutes - JT/02-0591)

Requested Action

The text for Resolution 9 has been extracted from JTC 1 N 6927 (Resolutions from the November 2002 JTC 1 Plenary - Sophia Antipolis) for consideration at the February 2003 meeting of the Standards Policy Board (SPB):

Resolution 9 - Manage Cooperation Agreements with Consortia/Fora and other Organizations

JTC 1 instructs its Secretariat to put in place and maintain on the JTC 1 Web site, with the help of the ITTF, a consolidated inventory of all the active external liaisons of its SCs. This should be done by 2003-04-01.

JTC 1 nominates, in accordance with section 4.4 of the LTBP Implementation Plan, as a test case, a Liaison Coordinator with IEEE: François Coallier (Canada).

Starting from JTC1 N 6827-2, the liaison coordinator is initially tasked to:

JTC 1 instructs it Secretariat to issue an invitation to National Bodies and SCs to nominate additional organizations and associated Liaison Coordinators (at the JTC 1 level). If nominations (organization with associated Liaison Coordinator) are received, the JTC 1 Chairman is authorized to launch the liaison activity as described above.

3.3.4.2 Liaison Categories

Classification of liaison organizations shall be established separately for JTC 1 and for each of its SCs, and is recorded at the ITTF. Three categories of liaison with external organizations have been established:

Category A

Organizations which make an effective contribution to and participate actively in the work of JTC 1 or its SCs for most of the questions dealt with by the committee.

6.2.1.1 An NP may be submitted by an NB, JTC 1 or one of its SCs, another TC or SC, organizations with category A-liaison status to JTC 1 , the ITTF, TMB/CA, ISO or IEC Councils, Policy Development Committees or Committees on General Standardization Principles, or one or both of the Secretaries-General. Those NPs submitted by other organizations in liaison with ISO or IEC will be referred to JTC 1 for consideration. [Note: Organizations in liaison with JTC 1 subsidiary bodies are expected to work through these bodies.] . . .

13.1 Any P-member of JTC 1 or organization in Category A liaison with JTC 1 may propose that an existing standard (or amendment with the approval of the responsible SC) from any source be submitted without modification directly for vote as a DIS (or DAM). The criteria for proposing an existing standard for the fast-track procedure is a matter for each proposer to decide. . . .

15.5.1 Any P-member or organization in Category A liaison with JTC 1 may propose that an existing technical report from any source be submitted without modification directly for vote as a DTR of Type 3. . . .
