Background

At the February 2003 inaugural meeting of the INCITS Standards Policy Board, the following action item was assigned:
15.  The INCITS Secretariat will issue a call for contributions on a strategic review of the US acquisition, retention and relinquishment of Secretariats.  Contributions will be reviewed at the April 2003 Standards Policy Board meeting.  (Agenda Item 7.1, February 2003 SPB minutes)
