It's just wrong. 

ODF is open to anyone.  It's a lie and it's coercion on your part to say the same for Microsoft XML format. 

Please, when the vote comes, if you are at all a public servant then vote to keep one standard, fair and open, for ISO.  Please vote against MS XML.  It's the right thing to do. 

I'll be following this and couching it when I vote in elections, but more so, I hope you'll follow your gut on what is genuinely right for the ISO.
