INCITS procedures for Obtaining a Object Identifier
Number
1. Introduction
The Object Identifier (OID) is a string of registered numbers that uniquely
defines the characteristics of an object, based on a hierarchy of registration
authorities. Each number in the string is assigned by a registration
authority designated by the previous number in the string. This information
defines the procedures that INCITS will use to make assignments of the next
number in the string, intended to designate a technical committee.
To be sure that numbers assigned by a technical committee remain permanently
assigned, the technical committee registers each subsequent assignment with
INCITS.
2. INCITS OID available
The INCITS OID is defined in the OID tree in the following manner:

2.2 Publication of availability of INCITS OID
INCITS will periodically indicate to all technical committees that INCITS-registered
OID values are available for usage within INCITS standards.
2.3 Location of international OID database
An international OID repository is maintained by France Telecom in close
liaison with the ITU-T ASN.1 Project. Introductory information is provided
at www.itu.int/ITU-T/asn1. The actual data-base, including tree construction
tools, OID search tools, and a procedure to add information about OIDs, is
available at http://asn1.elibel.tm.fr/oid/index.htm.
3. OID management process for INCITS and TCs
3.1 Request by TC for INCITS OID
A TC requiring an INCITS-registered OID shall provide to INCITS a request
specifying sufficient information that includes the submitting authority,
contacts, the INCITS standard that will make use of the OID, and a description
of the information described by the OID. Click here for the form.
3.2 INCITS assignment of requested OID
INCITS will create OIDs in a three-level hierarchy.
The first value in the hierarchy specifies the TC. The
first value is assigned only once for each requesting TC.
The second value in the hierarchy specifies the grouping established by
the TC for related OID values. The relationship may be for a particular
standard or for a particular usage shared by many standards. The second
value is assigned by the TC for a group of related information.
The third value in the hierarchy describes the actual information to be
identified by the OID.The third value is assigned uniquely by the TC for each
unique object to be identified by an OID.
INCITS will return the requested three numbers to the technical committee.
Close communication is required between INCITS and the technical committee
to be sure that sufficient information to provide the necessary registration
information is exchanged and to be sure that the OID is correctly assigned.
INCITS requires a positive acknowledgement from the technical committee
that the OID is received and is correctly assigned.
3.3 INCITS registry of assigned OIDs
INCITS maintain the official registry for the registry.
3.4 INCITS registration of assigned OIDs
Once an OID has been requested, assigned, and acknowledged and the INCITS
registry properly updated, INCITS shall submit the OID for registration
at the international registry website.
