The ANSI Information Systems Standards Board (ISSB) Ad Hoc Meeting on Radio Frequency Identification Devices (RFID), was convened at the Information Technology Industry Council (ITI) in Washington DC on Tuesday, 25 May 1999.
Steve Oksala, Chair of the ANSI ISSB, chaired the ad hoc meeting, and called the meeting to order at 10:00 am. Introductions were made, and the agenda was approved. The attendance list and final agenda are attached as Annexes A & B.
In his opening remarks, the chair indicated that the primary purpose of the meeting would be to provide information on the various groups conducting RFID standardization work. The chair noted the concerns regarding duplication of effort in the field of RFID, but asserted that this meeting would not take any actions such as canceling projects or defining out areas of work or scopes for the committees involved in the work. Rather, the goal would be to reduce conflict by providing participants in the meeting with a better understanding of what work was being done where. He noted that, typically, duplication of effort is checked by the migration of resources from multiple organizations to the organization that is best-suited to conduct the work.
The chair explained that ANSI provides a decentralized system for the development of national standards and US positions on international standards. He emphasized that ANSI does not define scopes for its accredited standards developers, nor does it reserve projects for a given developer or prevent a given organization from developing any standard that it wishes to develop. He did note, however, that a standard might be rejected if it conflicts with an existing ANS. The chair identified the ISO Technical Management Board (TMB) as the body responsible for resolving conflict between ISO technical committees, and informed the group that it is ANSI's International Committee (IC) that establishes US positions on matters before the ISO TMB.
The chair indicated that the results of this meeting would be provided to the ISSB and to ANSI's Executive Standards Council (ExSC). He then invited participants to give presentations, asking them to identify what technical work was being conducted within their committee or organization; the plans for national and international standardization; any concerns; requirements for liaison; and key issues where the US needs to have a unified position. Participants were also asked to identify any other activities (formal or informal standards development) that might be relevant. It was also noted that, unless otherwise indicated, the presenters were providing personal reports that had not necessarily been approved by the committee, TAG, or organization being depicted.

Following the presentations, a discussion of possible future activities was undertaken. A list of suggested future activities is attached as Annex D.
The chair indicated that today's presentations would be collected and posted to the ISSB web site, that a meeting report would be drafted and circulated, and that he would solicit volunteers to execute some of the suggested future activities and would poll the group concerning a subsequent ad hoc meeting on RFID issues.

at 4:00 pm.

Annex D - Suggested future activities
ANSI ISSB Ad Hoc Meeting

Investigate issues such as horizontal technology versus application specific; multiple applications and how they partition across industry; special applications; international versus national dimension.
Create a permanent subcommittee of ISSB for RFID issues, allow for expanded participation.
Use ANSI's International Forum (AIF) as a forum to discuss/resolve issues and conflict relating to RFID.
Develop a chart that would identify which organization is doing what: scope, area, tasks, program of work, goals for completion, frequencies being used, applications, etc.
Develop a roadmap of RFID activities that would identify areas of competition, cooperation, etc.
Develop a chart of related applications, and who is developing them.
Develop a shopping list of relevant standards.
Develop proposals about who should be doing what - carve out activities. Chair's response - US system does not allow for carving out of scopes. Objective of this meeting is to provide information identifying which organization is doing what.
Provide reports indicating what agreements have been reached between different groups, indicating also what agreements have *not* been met, so that users know where they stand.
Determine a way to increase user participation.
Provide information on relevant ANSI groups (ANSI IC, ANSI AIF, etc), including meeting dates and venues for each of the groups.
TAG for ISO/IEC JTC 1/SC 31 (AIM USA) and TAG for ISO TC 122 (MHIA - MH10) should establish/improve liaison activities.
Create website to post today's presentations and any subsequent information.
