Jennifer,

In spite of the fact that the NP in N6980 is almost unreadable, it does state that the NP was authorized at the meeting of SC17 in October. After reading in detail the minutes and resolutions of the plenary of SC17, there is not one word mentioning this NP and certainly no resolution authorizing its submittal for approval. I believe that the USA should formally protest the way in which such work comes forward from SC17, and that B10 should be instructed to vote NO on the basis that there is no enabling resolution from SC17 to progress this work.

Regards,

John Neumann
