Background
At the November 2002 JTC 1 TAG meeting, the following action item was agreed upon:
The issue of JTC 1 SGs to Explore New Areas will be remanded for consideration by the new organization. (Agenda Item 9.7, November 2002 JTC 1 TAG minutes - JT/02-0591)
Requested Action
The text for Resolution 10 has been extracted from JTC 1 N 6927 (Resolutions from the November 2002 JTC 1 Plenary - Sophia Antipolis) for consideration at the February 2003 meeting of the Standards Policy Board (SPB):
Resolution 10 - Initiate Study Groups to Explore new Areas
JTC 1 intends to actively explore new areas of work. This will be done through Study Groups with the following Terms of Reference:
- to assess the relevance of JTC 1's program of work to the development in the area under consideration;
- to assess the state of standardisation efforts in this area by Consortia, Fora and ITU-T;
- to come, if required, with recommendations on whatever actions are needed by JTC 1 to increase its market share in this standardization area;
- to report on its activities to the next JTC 1 Plenary in November 2003 in Singapore.
An initial list of candidate areas comprises:
- Middleware
- web services
- Privacy management
JTC 1 requests its Secretariat to initiate a call for experts to actively participate and/or provide convenorship responsibilities in any of the related Study Groups.
A Study Group will be initiated only if a convener has been nominated and at least 3 additional National Body or Subcommittee participants have been nominated.
JTC 1 further invites its National Bodies and SCs to identify additional candidate areas, particularly from the list of items of the LTBP, together with an offer for participation. The JTC 1 Chairman is authorized to initiate additional Study Groups if the same requirements as above are met.
