To: The Members of INCITS Executive Board
Subject: CALL FOR VOLUNTEERS - Chairman, INCITS Executive Board

The inaugural meeting of the INCITS Executive Board will be held February 10 and 14, 2003. This first call for volunteers to serve as Chairman of the INCITS Executive Board is being issued and will close on February 19, 2003. The call for volunteers to serve as Vice Chairman of the INCITS Executive Board is contained in a separate document (in030091) and will also close on February 19, 2003.

As detailed in in030007, Start-up Election Process for Officers of the INCITS Executive Board, Standards Development Board, Standards Policy Board and Board Committees, the initial election process will permit individuals to respond to more than one of the calls for candidates that are being conducted simultaneously. Candidates responding to the calls for volunteers for both Chairman and Vice Chairman of the INCITS Executive Board must specify their order of preference for the officer positions to prevent delays in the event that a single candidate is elected to both positions. The information on preference of positions if for staff information only and will not be part of the information distributed with the letter ballot. Candidates can withdraw from the nomination and appointment process at any time.

Any principal or alternate representative of an INCITS Executive Board member is welcome to volunteer to serve. Before one considers doing so, however, the commitment in time and responsibilities should be considered. Officers must actively support the administrative structure that ensures due process to all participants, assists in reaching consensus and protects the accreditation of the entire system.

The draft INCITS RD-2, Organization and Procedures for The InterNational Committee for Information Technology Standards, generally describes officers' responsibilities.

Those willing to make this commitment must submit three written statements in support of their candidacy:

  1. A statement of experience, indicating the volunteer's expertise in the committee's program of work, voluntary standards efforts, committee experience, and leadership abilities.
  2. A statement of management support acknowledging the additional workload, financial resources, and duties required of an officer over and above that of a technical participant.

Statements of management support on behalf of officer candidates must be submitted on organizational letterhead with appropriate signatures from those organizations that are affected by the additional workload and financial resources required. Letters of management support should indicate a commitment for at least one year, although commitment for the full term of office is preferred.

  3. A statement indicating that the candidate is a representative of a US domiciled organization, as elected officers of INCITS committees with US TAG responsibilities must be representatives of US domiciled organizations.

The statements from candidates wishing to serve Chairman of the INCITS Executive Board should be sent to the attention of Jennifer Garner (jgarner@itic.org) no later than February 19, 2003.
