As you know, IEEE has been attempting to have the subject Project TAG formed, with TAG Administration assigned to IEEE. The background was described in document JT/02-0543, which was posted to the agenda for the November 2002 JTC1 TAG meeting. Before any action could be take on the IEEE request, formal approval by ITI and EIA of a draft Memorandum of Understanding (MoU) was required, and ITI had taken no action on the MoU. At the November JTC1 TAG meeting, Ms. Higginbottom, as Chairman of the (old) INCITS Executive Board, reported that "the Transition Team was attempting to draft procedures that would accommodate the MoU text so that individual MoUs would no longer be necessary."
Assuming that the Procedures for (the new) INCITS have been so drafted, then the IEEE formally requests that the INCITS Executive Board approve formation of the subject Project TAG and assign TAG Responsibility to the IEEE.
Should the Procedures for (the new) INCITS still require a MoU, the IEEE formally requests that ITI review the submitted draft MoU in advance of the February 2003 meeting of the INCITS Executive Board so that formal approval of the Project TAG can be entertained at that meeting. The other signatory of the MoU, the Electronic Industries Alliance (EIA) has approved the draft, subject to adding a reference to IEC Committee TC47, which Ed Mikoski and I agree would be better satisfied by establishing liaison between the subject Project TAG and the EIA Committee (JEDEC) requesting that modification.
