Question: Do you agree that the USA should vote YES with no comments?
Comments accompanying NO votes from Panasonic and Opticord:
1. The use of recordable technology in the Control Data Zone of the
disk
enables circumvention of a copy-protection mechanism based on data
located
there. The Sponsors are aware of this concern but have not provided
a
satisfactory response.
2. Although we agree that copy protection need not be specified in this
proposal, we believe the subject cannot be ignored completely. Moreover,
we
find the Sponsor's claim, that their drives protect the bits in the
Control
Data Zone, to be disingenuous, at best, since their web sites offer
software to circumvent the firmware and make the disks look like DVD-ROM
disks. This software is referred to as "compatibility bitsettings"
software
and is offered free of charge to any user.

Barbara,
B11 Letter ballots for reaffirmation and DIS positions have completed
as per
attached document.
The results of the LB are shown in parens (7-0-0-0-7) for example.
The recommendation is the highlighted portion of the questions for each
LB
(reaffirm or YES with no comments). In the one case, two negative
votes were
cast with the same reasons. These reasons are included for completeness,
but
the result of the ballot is to vote YES with no comments since the
vote was
5-2-0-0-7.
