Subject: Advance Transmittal to INCITS for the "Systematic Review of International Standards"

The INCITS Secretariat has received the list of International Standards published five or ten years ago, or more, for systematic review. The U.S. TAG is required to recommend a vote for the National Body.

In accordance with clause 14.3 of the Procedures for the Technical Work of ISO/IEC JTC 1 on Information Technology, 1998, International Standards coming up for five years of age since publication have to be reviewed by the committee responsible for their preparation. The review aims at deciding whether these International Standards should be confirmed, revised or withdrawn. The decision regarding confirmation, revision or withdrawal should be based on the degree to which the International Standards have been implemented at the national level and applied in practice.

Recommendation for INCITS

INCITS SDB is to coordinate and develop the U.S. recommended position to INCITS for approval, by a thirty-day letter ballot or roll call vote. The U.S. vote will be forwarded to ANSI for submission to ISO/IEC JTC 1. For some standards, the Subcommittee (SC) recommendation is provided. If the committee concurs with the SC recommendation, it should state this and provide the technical committee vote.

[Note however: The answers to all five questions are required.]

The position options are:

  1. confirmation of the International Standard for a further period of five years;
  2. revision of the International Standard, if YES, please give reasons;
  3. withdrawal of the International Standard, if YES, please give reasons.
Here are the five questions five (5) questions to be answered.

The position must be submitted in a format consistent with the guidelines specified in JTC 1 N 5348 for submission to the JTC 1 Secretariat.

IMPORTANT

The committee should return the U.S. recommendation to the INCITS Secretariat for approval by a 30-day letter ballot no later than June 9, 2003 so that, if necessary, the request may be posted to the INCITS SDB Agenda four weeks prior to the July 14-17, 2003 meeting. The JTC 1 closing date is August 27, 2003.

ACTION REQUIRED BY INCITS EB

INCITS EB members are requested to begin reviewing the document in preparation for expeditiously determining their vote when the U.S. TAG recommendation is submitted for approval. Members noting objections are urged to send their comments via email to the SC22/WG9 TAG Administrator immediately - see email address above.

INCITS EB members should review the list of International Standards at this time and anticipate the INCITS Letter Ballot on this subject posted to the Online Balloting System .
