Oracle Contribution Concerning INCITS Subgroup Capital Equipment
Purchases - Action Item 11 from the February 2003 Executive Board Meeting

Please assign a number to the following and put it on the agenda for the
INCITS meetings in Indiana. John Neuman will not be there, and I plan
to be there only all day Monday through early to mid afternoon on Tuesday.
Therefore, I would like this to come up for discussion sometime before I
have to leave on Tuesday afternoon.

INCITS Executive Board and Standards Development Board,
Per the action item assigned to us, John Neuman and I offer the following
draft proposal for allowing subgroups to purchase capital equipment.

Modify SD-9, clause 2.1, to reflect the following changes:
1. If an INCITS subgroup wants to purchase capital equipment necessary
to support its work, such as a projector, it should be allowed to do so from
funds collected from the membership. Ownership of said capital equipment
reverts to INCITS upon disbandment of the TC.
The following procedure should be followed:
2. A decision to purchase Capital Equipment in excess of $500 shall
be approved by a majority of the committee by letter ballot. If funds
exist for the purposes of defraying meeting expenses or otherwise according
to the current policy, the expense shall come from those funds if the committee
agrees. If funds do not exist, the letter ballot shall state the amount
of funds to be paid by each member to cover the cost of the purchase.
The INCITS secretariat shall be notified of the need to invoice committee
members
for the amount expected from each member at the successful conclusion of
the ballot. Once collected, the funds will be disbursed to the designated
officer or individual to purchase the equipment. When existing funds
are used, the secretariat shall be notified of the intent to purchase the
equipment.
3. The secretariat shall maintain a list of capital equipment used
by the committee. Ownership and custody of the equipment reverts back
to the INCITS Secretariat upon disbandment of the committee.
4, The subgroup may purchase any capital equipment for the use of the
committee whose value is less than $500 by agreement at a meeting provided
that the agenda item marked for ACTION appears at least two weeks prior to
the meeting. The subgroup shall notify the secretariat of the purchase.
The secretariat shall keep a list of any and all such purchases.
