Subject: Request to Consider Refining the Text in RD-2, Clause 5.9, INCITS Fast Track Process

The recent INCITS fast-track proposal below has caused me to believe that the present text for INCITS fast track process (RD-2, clause 5.9) is not sufficient.

As I understand the intent of the present INCITS fast-track process, INCITS would like to have any relevant INCITS TCs informed of the proposed fast-track by the potential submitter so that the relevant INCITS TCs can indicate there support or indicate their objections. This allows the INCITS Executive Board to consider such objections, if any, or support when deciding on whether or not to proceed.

The present 7-day review period by the EB (and the TCs) is simply unreasonable for TCs to establish a consensus opinion.  There should be an explicit preparatory stage prior to the 7-day review period.  This preparatory stage would have the INCITS Fast Track Facilitator work with the potential submitter to identify any relevant TCs and then have the potential submitter "consult" with relevant TCs.

I'm a big proponent the INCITS fast track process and believe that it has served us well.  I don't see that adding some explicit preparatory work (if there are any relevant TCs) really slows the process.  Good preparatory work is beneficial to doing this type of project fast and doing it well.  Also, my experience has been that the submitter typically takes many months to submit their standard and requiring them to consult with one or more TCs can be done concurrently with numerous other tasks that precede such a submission.

I request that this contribution be placed on the draft agenda for the appropriate January 2006 INCITS Boards meetings in NYC.
