Informal Description of Work:
Information Technology for Learning, Education, and Training. Not standardizing learning, education, and training, but standardizing the IT features that are specific to this industry.
During the past year, the V36 committee has had up to 6 members, we have recently added 1 new member, and we have lost 3 members, so our membership is around 4 organizations. V36 is responsive to SC36 activities, but we need to increase the level of participation in V36 and the level of attendance of US participants in SC36.
V36 has continued promoting and progressing US-proposed standards on:
Touch User Interface
Multilingual Semantic Query Reverse Expansion.
There are significant problems with a small number (4) of National Bodies that are disrupting progress on work of interest to the US and other National Bodies. There are significant problems with lack of detail/clarity in JTC1 Directives, as relevant to SC36 needs and US interests in SC36 activities.
Recently, V36 proposed minor wording changes to INCITS/EB to rectify problems, which are summarized below:
Problem: USNB delegates have been prohibited from voicing NB positions. Solution: 2.6.1.2 should permit the nomination of delegates to WG.
Problem: WG participants might be excluded at the whim of the convener, this being excluded of participating in WG activities, E-mail reflectors, and document distribution. Solution: 2.6.1.4 should have no requirements on contributions or attendance from individual WG members.
Problem: If 4 NBs oppose the progression of a CD, it might result in the a ballot for cancellation, regardless of NB support of the CD. Solution: 12.6.3.4 is being used as a minority blocking/veto tactic and needs revision.
Problem: Currently, there are no requirements for web access to WG documens. Solution: 8.3.6 should encourage web distribution of WG documents.
Problem: WG documents are not required to be in common formats, etc.. Solution: Annex H does not apply to WG documents .
All 5 issues reflect actual problems for the US. The INCITS EB did not support any of the 5 requested changes. The results are: projects were cancelled and V36/SC36 participants dropped out (because standards process does not provide good value, due to disruption and lack of procedures/clarity).
V36 needs to find sufficient level of ongoing participation for SC36, e.g., the last SC36 Plenary had only 2 US participants (due to a lack of travel funds, and a lack of interest). Over the years, the SC36 "culture" has changed. In 2000, SC36 was mostly implementers. In 2007, SC36 is mostly academics who have little interest in addressing IT operability issues. Finding new participants for V36 and SC36 is difficult, given the ongoing delaying/disruptive tactics of several National Bodies (Canada, France, UK, Australia).
This should be a list that shows the dates and locations for each meeting held during the previous 12-month period, i.e., between reports. Meetings of Task Groups, ad hoc groups, etc. should be included in the list. If the activity uses number designations for meetings they should be included. A pointer to WWW URL or accessible database may be substituted here if appropriate.

V36 has informal liaisons with:
INCITS/L8 (Metadata). L8 provides good insight into V36 projects that use 11179 metadata registries.
IEEE LTSC WGs. V36's work on learning technologies overlap with LTSC's standards work.
ADL (Advanced Distributed Learning) is US government entity for learning technologies.
Currently, membership is around 4 members. We have difficulty keeping up with all of the SC36 activities, both the technical work and SC36/WG meeting attendance.

IT in Learning, Education, and Training (LET) is a 1 trillion USD marketplace SC36 standards address LET-specific IT standards. The technology forecast over next several years: more on-line collaboration in the area of learning, education, and training; broader user community, with varying degrees of capabilities of interacting with IT systems; automated user agents interacting with users; more sharing of performance data, which will require automated interpretation of this data.
