At our June 13 teleconference meeting, H2 voted (10-0-2-4) to approve H2-2007-077, H2-L1 Agreement On Spatial.   The entry from the approved minutes H2-2007-094 of that meeting is copied below.
4.4 Spatial [JTC 1 32.04.03.03]

4.4.1 H2/L1 Agreement on Spatial (H2-2007-077--Scarponcini)

MOTION(Hare, Gorman, Vote: 10-0-2-4) that H2 approves H2-2007-077 with the following directions to the
author: that the wording in Section 2.2.2 and 2.4 be carefully examined to ensure that its intent is achieved.

Document H2-2007-077r1 includes revised wording in Sections 2.2.2 and 2.4 as directed in the motion.  The last of several follow-ups with the L1 chair is copied below.

I left you a voice-mail message, but will restate here.  We need an official action by L1 approving the agreement for handling the projects.  That means a motion, second and recorded vote that you can transmit to Jennifer Garner at the INCITS Secretariat with a copy to me (so I can send our recorded position); then, and only then, will the INCITS EB take action on the responsibility sharing agreement.

prepared to assist with the SQL MM Spatial work in any way seen fit.
The last agreement I saw was satisfactory with us and our (L1's) primary
concern is to get the work done.  We have no interest in getting into a
peeing contest with IBM or whoever.  Please, what ever you say is a fair
agreement will be considered fair by me.
