ACTION #1 - Recommendation for U.S. Vote
The committee is to coordinate and develop the U.S. recommended position to the INCITS EB for approval for submission to ISO/IEC JTC 1. The position must be submitted in a format consistent with the guidelines specified by the JTC 1 Directives, Annex H, 5th edition.
The position options are:
In preparation for submitting the proposed U.S. National Body position for the FDIS ballot, the committee should conduct an accelerated letter ballot or a roll call vote.
Alternately, if there are no substantive changes to a position that has been previously approved then the US TAG Chair or IR can immediately return the recommended position to the INCITS Secretariat without waiting for a US TAG meeting. However if comments were accommodated at the FCD ballot resolution meeting which resulted in a change of the U.S. position, such as, approve with comments on the FCD ballot to approve, or disapprove on the FCD ballot to approve, the two-third voting approval is required for the TC change of vote.
For conditional votes on the FCD, the disposition of comments showing the resolution of the US comments should be submitted for INCITS Executive Board letter ballot.
IMPORTANT
The committee should return the recommendation for U.S. vote to the INCITS Secretariat for approval by an INCITS letter ballot no later than May 28, 2008, so that, if necessary, the Executive Board letter ballot resolution procedure may be scheduled and the U.S. vote forwarded to ANSI by to the JTC 1 closing date of June 29, 2008.
ACTION #2 - Recommendation for INCITS Adoption
The committee should notify the INCITS Secretariat if this standard is unsuitable for adoption as an American National Standard. A vote of majority approval accompanied by comments specifying the reasons for non-adoption is required. The recommendation for non-adoption should be sent simultaneously. INCITS will adopt the ISO/IEC Standard unless notified, see INCITS RD-1, Section 8.7 INCITS Policy on the National Adoption of ISO/IEC JTC 1 and ISO Standards.
ACTION REQUIRED BY INCITS EXECUTIVE BOARD
INCITS EB members are required to begin reviewing the document in preparation for expeditiously determining their vote when the U.S. TAG recommendation is submitted for approval.
INCITS EB members should review the FDIS document at this time
and anticipate the INCITS Letter Ballot on this subject posted to the Online Balloting System.
