February 3-5, 2004 SC 22 Linux Rapporteur Group Meeting in Tokyo, Japan

The Convener, Mr. Thewlis, called the second
meeting of the INCITS Study Group on Linux to order at 1:00 PM on Friday,
January 16, 2004. The group met by teleconference.
| 1.2 Introduction of New Members and Attendees |

The meeting participants were introduced. The following organizations
have requested voting membership on the INCITS Study Group on Linux and were
represented at the January 16, 2004 teleconference meeting::
- Hewlett-Packard Company - Mr. Scott Jameson
- IBM Corporation* - Mr. Ronald Silletti and Mr. Theodore Ts'o (Mr.
Mark Brown participated as an IBM observer)
- Intel Corporation - Mr. Dave Thewlis
- Microsoft Corporation - Mr. Franc Camara
- Oracle Corporation - Dr. Donald Deutsch and Mr. Toshihiro Suzuki
- Sun Microsystems, Inc. - Mr. Jim Litchfield (Mr. John Hill participated
as observer)
IBM Corporation attained voting rights with participation at
this meeting.
Ms. Jennifer Garner attended the meeting on behalf of the INCITS Secretariat
at the request of the Study Group Chairman.
Voting membership on the INCITS Study Group on Linux stands at seven organizations.
There are no quorum requirements for INCITS Study Groups.

as presented by unanimous consent (Deutsch/Jameson).

The participants were referred to the draft agenda for the January
16, 2004 teleconference meeting of the INCITS Study Group on Linux (LX/04-0005). The following change to
the agenda was made at the meeting:
- add add document LX/04-0006 to agenda item 3.2
The draft agenda for the January 16, 2004 teleconference of the INCITS
Study Group on Linux (LX/04-0005) was approved
as revised at this meeting by unanimous consent (Jameson/Litchfield).

The Study Group was established at the October 2003 meeting of the INCITS
Executive Board to provide a US presence in the JTC 1/SC 22 Linux Rapporteur
Group (LRG).
2.1 Convener's Report to the January 2004
INCITS Executive Board Meeting

Mr. Thewlis referred the committee to his report (LX/03-0012) on the formation meeting of the INCITS
Study Group on Linux to the January 2004 meeting of the INCITS Executive
Board. No changes were proposed during the January 16, 2004 teleconference
of the Study Group.

The INCITS Study Group on Linux reviewed the draft principles
for US delegates' instructions for the February 2004 JTC 1/SC 22 LRG meeting
that were prepared at the formation meeting. As is customary, US positions
and delegates' instructions for an international meeting are not captured
in the minutes of a meeting but instead are contained in a separate document.
US delegates' instructions are neither available to the public nor to be
shared with other National Bodies.

Mr. Litchfield agreed to represent the US on the drafting committee
at the February 2004 meeting of the SC 22 Linux Rapporteur Group.
The INCITS Study Group on Linux reviewed the third draft agenda for the
February 2004 JTC 1/SC 22 LRG meeting (LX/04-0004)
and the following new documents for the formulation of US delegates' instructions
and positions:

Action Item: Mr.
Thewis will update the US delegates' instructions based upon decisions made
during the January 16, 2004 teleconference of the INCITS Study Group on
Linux and distribute them the US delegation to the February 2004 meeting
of the JTC 1/SC 22 LRG.

At the December 2, 2003 formation meeting, the following members
of the INCITS Study Group on Linux volunteered to serve on the US delegation
to the February 2004 JTC 1/SC 22 LRG meeting in Tokyo, Japan:
- Mr. Dave Thewlis - Intel Corporation and US Head of Delegation (HoD)
- Mr. Franc Camara - Microsoft Corporation
- Dr. Donald Deutsch - Oracle Corporation
- Mr. Scott Jameson - Hewlett-Packard Company
- Mr. Jim Litchfield - Sun Microsystems, Inc.
Following the formation meeting, the INCITS Secretariat notified
the additional individuals who had expressed interest in participating in
the INCITS Study Group on Linux and in serving on the US delegation to the
February 2004 JTC 1/SC 22 LRG meeting that they must indicate their intent
to participate on the US delegation no later than December 12, 2003.
The following additional delegates were identified:
- Mr. Robert Gaskill - OSD/S&T
- Mr. Theodore Ts'o - IBM Corporation
Since that time, Mr. Robert Gaskill has withdrawn from the US delegation
and Oracle has requested that Mr. Toshihiro Suzuki replace Dr. Donald Deutsch
on the US delegation.
The Study Group discussed the ability of Mr. Ts'o to serve on the US delegation.
The delegates had been notified that participation on this teleconference
was mandatory for delegates, however, Mr. Ts'o participated in only the last
three minutes of the meeting. Following extensive discussion, the US
HoD, Mr. Thewlis, agreed that Mr. Ts'o could serve on the US delegation on
the condition that he arrive in Tokyo to meet with Mr. Thewlis at 6:00 PM
on Monday, February 2, 2004, to be brought up to date on issues and US positions.
The INCITS Study Group on Linux approved the final US delegation to the
February 2004 JTC 1/SC 22 LRG meeting in Tokyo, Japan:
- Mr. Dave Thewlis - Intel Corporation and US Head of Delegation (HoD)
- Mr. Franc Camara - Microsoft Corporation
- Mr. Scott Jameson - Hewlett-Packard Company
- Mr. Jim Litchfield - Sun Microsystems, Inc.
- Mr. Toshihiro Suzuki - Oracle Corporation
- Mr. Theodore Ts'o - IBM Corporation
Action Item: The INCITS Secretariat will notify
ANSI of the final US delegation to the February 2004 JTC 1/SC 22 LRG
meeting in Tokyo, Japan.
4. Future Meetings

4.1 Tentative US Delegates'
Caucus - Monday, February 2, 2004 at 5:00 PM - Rihga Royal
Hotel, Tokyo, Japan
|

The tentative US delegates' caucus was rescheduled for 7:00 PM
on Monday, February 2, 2004 to accommodate travel schedules of the US delegates.
NOTE: This US Caucus will be held only if additional
items to be discussed come in between January 16-30, 2004.
Action Item: Mr. Thewlis will notify the US delegation
by January 30, 2004, via e-mail sent to the SG on Linux reflector,
as to whether or not the US delegates' caucus tentatively scheduled for
February 2, 2004 will be held.

Mr. Thewlis noted that the following action item was carried over from
the December 2003 formation meeting of the INCITS Study Group on Linux:
- The INCITS Secretariat will distribute an electronic copy of the
INCITS Mode of Operation presentation to the members of the INCITS Study
Group on Linux. (Agenda Item 3, December 2003 meeting)
The following action item(s) was/were assigned during the January 16, 2004
teleconference:
- Mr. Thewis will update the US delegates' instructions based upon
decisions made during the January 16, 2004 teleconference of the INCITS Study
Group on Linux and distribute them the US delegation to the February 2004
meeting of the JTC 1/SC 22 LRG.

- The INCITS Secretariat will notify ANSI of the final US delegation
to the February 2004 JTC 1/SC 22 LRG meeting in Tokyo, Japan. (Agenda

via e-mail sent to the SG on Linux reflector, as to whether or not
the US delegates' caucus tentatively scheduled for February 2, 2004 will
