1. Administrative
1.1 Call to Order (D. Thewlis)
The Convener, Mr. Thewlis, called the third meeting of the INCITS Study Group on Linux to order at 1:00 PM on Friday, December 3, 2004. The group met by teleconference.

1.2 Introduction of New Members and Attendees (D. Thewlis)
The meeting participants were introduced. The following organizations were represented at the December 3, 2004 teleconference meeting::
USENIX has requested membership on the INCITS Study Group on Linux and will gain voting rights as of the next meeting. 
The following members of the INCITS Study Group on Linux were not present on the conference call:
*Unisys Corporation requested membership after the last meeting of the INCITS Study Group on Linux, but did not gain voting rights as it has not participated in any meetings of the INCITS Study Group on Linux.

Voting membership on the INCITS Study Group on Linux stands at seven organizations. There are no quorum requirements for INCITS Study Groups.
1.3 Approval of Minutes from the Second Meeting of the INCITS Study Group on Linux - January 16, 2004 (D. Thewlis)

Due to the amount of time that had elapsed since the January 2004 teleconference the Draft Minutes of that meeting  were not voted on at this meeting.
1.4 Approval of the Draft Agenda for the December 3, 2004 Teleconference (D. Thewlis)

As the purpose of this teleconference was to determine the way forward to develop the US Position, the only item on the agenda was to discuss this issue.  Consequently a draft agenda was not circulated in advance of the teleconference.



2. Convener's Remarks

The Study Group was established at the October 2003 meeting of the INCITS Executive Board to provide a US presence in the JTC 1/SC 22 Linux Rapporteur Group (LRG).  It was determined by INCITS at its September 2004 meeting that the Study Group on Linux should be retained as the appropriate entity to develop the recommended US Position and Comments on the Linux Standard Base PAS Submission  from the Free Standards Group.

Mr. Thewlis noted that DIS 23360, the Linux Standard Base 2.0.1 PAS Submission, became available last month, and that the Advance Transmittal of the DIS, IN/04-1417 set a deadline of March 15, 2005 for the INCITS Study Group on Linux to deliver its recommended position and comments to the INCITS Secretariat for INCITS Letter Ballot.  Mr. Thewlis also noted that comments would have to be submitted in the approved ISO Template cited in IN/04-1417.



3.  Preparation for the development of the recommended US position and comments on the LSB PAS Submissions

After discussion, the participants on the teleconference agreed on the following way forward:



4. Next Meetings (D. Thewlis)

The next meeting of the INCITS Study Group on Linux will be 17 January, 2005, 1:00 PM Eastern Time, by teleconference.



5. Review of Action Items (D. Thewlis)

  1. Each member of the INCITS Study Group on Linux will identify a technical lead person to coordinate the development of their comments and organization position and to participate in meetings of the Study Group on Linux (in addition to or instead of the current participant).  If the technical lead is not the current participant the member will notify Mr. Thewlis and the INCITS Secretariat as soon as possible as to who the participants will be.
  2. Each member of the INCITS Study Group on Linux will initiate technical review of the DIS as soon as possible and complete the work by February 11, 2005.
  3. Members are requested to contact Mr. Thewlis immediately concerning the scheduling of the in-person meetings. with their choice of February dates and to confirm the March date, and with any offers to host.
  4. Mr. Thewlis will contact the members of the INCITS Study Group on Linux who were not represented on the December 3, 2004 teleconference to determine if they intend to participate in the technical evaluation of the DIS.
  5. Mr. Thewlis will notify all members of the INCITS Study Group on Linux of the final schedule for the in-person meetings as soon as possible.
