Dear Mr. Wing,

Thank you for your public review comment on INCITS 423.1, Information Technology - Conformance Testing Methodology Standard for Biometric Data Interchange Format Standards - Part 1: Generalized Conformance Testing Methodology.  The comment and response from the M1.3 Task Group and M1 is reflected in M1/06-0562.

 

After the M1 June 06 meeting a revised draft was developed (M1/06-563) and a ballot was issued. The ballot results are in M1/06-0788. At the M1 Oct 06 meeting the TC/TG approved the ballot resolution of comments reflected in M1/06-0906. A revised draft was approved for a 2nd PR at the M1 October 2006 meeting: M1/06-0768.

Please note that M1/06-0471 is the TG’s/TC's response to your comments.  Unless you notify us that your public review comment has been satisfied or withdrawn, it will remain in the records as an unresolved comment.

In accordance with ANSI requirements, we are advising you in this letter of the Appeals Processes, see attached.

Appeals Processes

1) You may appeal an action of INCITS or its Secretariat. The INCITS Appeals Procedures are in Section 5.8 of INCITS RD-2, Organization and Procedures for the InterNational Committee for Information Technology Standards (http://incits.org/incits/rd2/main.htm).

2) Notification of Right to Appeal to the ANSI Board of Standards Review (http://ansi.org/standards_activities/domestic_programs/appeals/appeals.aspx?menuid=3).

Please note, in accordance with BSR Procedures, those objecting to the approvals or withdrawals are hereby notified of their right of appeal. The appeal must be based on due process or lack of consensus and include a statement as to why the BSR action should be modified.  The BSRwill not render decisions on the relative merits of technical matters, but it shall consider whether due process was afforded technical concerns.

If you have not completed the appeals process at the standards developer, you are normally not
eligible to appeal to the BSR.
