Gottfried 2004-03-04:
- Overall, the document is hard to read
(probably because the original is in French). There are some French
expressions left over (e.g. aide-memoire).
- The term "[user] accessibility [to
information technology]" is used in order to provide a broader
context for the TR. Not sure if this is appropriate. Better: Put this in
the context of "adaptability regarding aspects of culture,
lingustics, human functioning and usage context" or similar. Should
also be explained in the definitions part.
- The TR claims to "define a methodology
and a guided checklist for evaluation of cultural adaptability in
software, hardware and other IT products", but rather falls short of
this goal. In the best case, this is a list of things to consider when
designing trans-cultural products.
- In general, the guidelines are mostly too
abstract to be useful. Particularly, references to existing standards
should be included where pertinent. For example, under 4.3.9 Openness,
existing standards for metadata should be referenced.
- My conclusion is that we should vote
"no" on this because it is not mature enough to be released as a
TR.

- Overall, this document is far from finished,
so should not be voted on to the next stage. However, the material
gathered so far does contain important observations and valuable
suggestions.
- Given the large number of missing sections,
the scope of the document should perhaps be reduced. One option would be
to limit it to key-based computer input devices (keyboards, keypads,
virtual keyboards). However, it would be useful to apply the
identification suggestion made for keyboards to other input devices, so
that software can learn what kind of device is being used and respond
accordingly with help text, error correction support, etc.
- IMPORTANT A 'Universal Remote Console' is mentioned
(section 10). It seems from the text that this is intended to be a
reference to our standard (it mentions the idea of a modality-independent
socket) but the description is inaccurate. The URC is portrayed as an
input device that uses the standard to communicate to a target hardware or
software platform, and the text also implies that the standard
incorporates a specific networking technology. Quote from the report:
"This approach will provide for maximum flexibility between input
devices and hardware or software platforms, and will provide a simple
method for interfacing input device for persons with special needs to
standard computing devices. The use of standardized network connections
between the input devices and hardware devices will eliminate the problem
of physical plug incompatibilities." V2 will need to proviude input
to say that this is within our scope of work but not covered by the URC
standards.
- I strongly support the suggestion that a
keyboard should provide information relating to the physical layout and
labelling of the keys.
- I am concerned about the suggestion to make
scan codes reassignable, if 'scan code' refers to the lowest level
hardware code for the key that was pressed, and if the suggestion is to
allow a scan code to refer to a different physical key. Software may be
using those scan codes to represent a specific physical position on the
keyboard, since there is no other way to do this. However, it may be that
I have misinterpreted the text, and the intent is to reassign the mapping
between scan codes and virtual key-codes (usually the next level of
coding). That would be acceptable.
- Overall, the English is difficult to follow
in some places. The last bullet point in section 4 is particularly
difficult to interpret.

V2's Assignment to SC35 Working
Groups

Background: The working groups
within SC35 are loosely organized groups gathering around projects. Here the
members are requested to provide input as experts - not on behalf of the US
delegation. This is in contradiction to the current INCITS policy. Also, the US
need to be able to have their experts in every working group of SC35. Currently
we are only assigned to WG6. I propose that there is no assignment to working
groups at all, so that we are free to join any working group - even newly
created ones.
