V.ΚΚΚΚΚΚΚ MEETING OBSERVATIONS

ΚΚΚΚΚΚΚΚΚΚΚ (Use additional space as necessary)

ΚΚΚΚΚΚΚΚΚΚΚ Meeting resolutions as attached.

(1) The limited work scope of the U.S. delegation (being assigned to SC35 and WG6 only) was acknowledged, though with regrets.Κ Hope was expressed that the U.S. increase its participation over time.

(2) The U.S. contribution SC35N0569 (NP on URC framework) was well received and discussed by an ad-hoc study group in a break-out session.Κ Only editorial amendments were proposed, resulting in document SC35N0654 which will be distributed to SC35 members for ballot soon.Κ Upon acceptance, a new working group will be created for this project, and the U.S. will have editorship.Κ Furthermore, national bodies are encouraged to recruit experts to participate in this project.Κ See resolutions 19 and 20.

(3) A Canadian NP on "Model for user interface objects, actions and attributes" was discussed in an ad-hoc study group.Κ This project and the new working group 7 on "User Interface Functions" will be highly relevant to the URC framework project, and the U.S. will likely want to partcipate in WG7 to make sure that the two projects complement each other rather than conflict with each other.Κ See resolution 21.

(4) SC35 experts are asked to submit comments on SC35N0583 (Alternative formats for JTC1 documents φ Accessibility of Standardization documents) which was submitted by Bill LaPlant.Κ He will be requested to modify the document according to the comments received, before the document will be sent to JTC1 IIT-RG (Rapporteur Group on Implementing Information Technology).Κ See resolution 16.

(5) The Japanese delegation did an excellent job in hosting the meetings.Κ In particular the U.S. is grateful for the opportunity to present on the V2 draft standards in a separate open meeting attended by representatives from Japanese companies and research organizations. ΚThis meeting was organized by the Japanese HoD, Prof. Yamamoto.

A.ΚΚΚΚΚΚΚ Overall, how well did the U.S. meet its objectives on policy or technical matters?

Κ ΚΚΚΚΚΚΚ Very Successful -- U.S. positions were accepted in whole
Κ ΚΚΚΚΚΚΚ Successful -- Compromises were reached which are acceptable to the U.S.

Κ ΚΚΚΚΚΚΚ Not Successful -- U.S. positions were not accepted

B.ΚΚΚΚΚΚΚ Please comment on any issues of significance which might have an impact upon

ΚΚΚΚΚΚΚΚΚΚΚ materially affected or interested U.S. parties.

C.ΚΚΚΚΚΚΚ Was the U.S. delegation adequately prepared for the discussions that ensued at

ΚΚΚΚΚΚΚΚΚΚΚ this TC or SC meeting?ΚΚΚΚΚΚΚΚ

ΚΚΚΚΚΚΚΚΚΚΚ (Consider whether documents arrived in time for adequate review and discussion prior to theΚ

ΚΚΚΚΚΚΚΚΚΚΚΚΚΚΚ meeting; whether U.S. positions were developed for each item on the agenda; whether last minute

ΚΚΚΚΚΚΚΚΚΚΚΚΚΚΚ agenda items were added by the Chair or Secretariat, etc.)

ΚΚΚΚΚΚΚΚΚΚΚΚΚΚΚ Yes, for most of the agenda items the U.S. positions were developed by V2, the U.S. TAG for SC35 and SC35 WG6.Κ However, no U.S. position could be developed regarding the two NPs brought in by Canada during the meeting to be discussed in an ad-hoc study group session and a WG6 session.Κ The U.S. would have preferred to get these contributions before the meeting in Tokyo.Κ

D.ΚΚΚΚ ΚΚΚDid the U.S. extend an offer to assume any new officer positions?

Κ ΚΚΚΚΚΚΚ No

ΚΚΚΚΚΚΚΚΚΚΚΚΚΚΚ It is in the interest of the U.S. and its TAG V2 to maintain editorship on the URC framework standard, as we transition from a national to an international standards development.Κ The plan is to issue a first version of this framework as a family of ANSI standards (in public review right now), and then continue its development within SC35, releasing subsequent versions as ISO/IEC JTC1 international standards.

E.ΚΚΚΚΚΚΚ Did the U.S. extend an offer to host any future meetings?

ΚΚΚΚΚΚΚΚΚΚΚ No new offer.Κ The old offer to host an SC35 meeting in July 2005 in Madison, Wisconsin, was accepted by the SC35 plenary.Κ See resolution 25.

F.ΚΚΚΚΚΚΚ Were any new issues raised which require, or might involve, coordination with

ΚΚΚΚΚΚΚΚΚΚΚ other U.S. bodies?

H.ΚΚΚΚΚΚΚ Are work items in the TC or SC being affected by related work in regional

ΚΚΚΚΚΚΚΚΚΚΚ ΚΚΚΚΚΚΚ No related regional activity

ΚΚΚΚΚΚΚΚΚΚΚ If yes, please explain:

ΚΚΚΚΚΚΚΚΚΚΚ The resolution 23 was passed to continue with the development of TR19766, implicating content would be partially drawn from ETSI EN 202 048.Κ The idea of adopting the ETSI standard itself was abandoned after discussion for the following reasons:

(a) The format of the ETSI standard does not comply with the ISO/IEC guidelines.Κ The ETSI standard is written in a tutorial-like style which is inappropriate for ISO standards.

(b) Different domains of ETSI and JTC1.Κ The guidelines in ETSI EN 202 048 are pertaining to areas beyond Information Technology (mostly telecom - ETSI's domain), and some are already used in standards development by ISO TC159 SC4 WG5.Κ These guidelines should not be adopted by TR 19766 to avoid overlap with other ISO standards in development.

I.ΚΚΚΚΚΚΚ Were any issues raised which relate to or impact existing U.S. regulatory matters?

J.ΚΚΚΚΚΚΚΚ Please identify any IMMEDIATE U.S. TAG actions which will be required as a

ΚΚΚΚΚΚΚΚΚΚΚ result of this international meeting.

ΚΚΚΚΚΚΚΚΚΚΚΚΚΚΚ (1) Draft a position statement for SC35 for the "Accommodation Information" meeting, organized by Erlend ―verby to be held on July 12-13, 2004, in Washington, DC.Κ This action is due by June 25, 2004. ΚΚSee resolution 18. ΚThe V2 plenary meeting on June 14-15, 2004, discussed this request and decided to only provide comments (not a "position statement") regarding accessibility issues on accommodation information.
